Handwritten on the back, "Empty PSA ticket counter crowded World Airways counters." Tribune caption, Sep. 25, 1980- "PSA counter at Oakland airport is empty but World Airways' counter is jammed." Photo shows a group of passengers, including several African Americans standing in front of a ticket counter. The PSA counter is empty except for the employees.
