In the foreground, and leading to the courthouse, there is a pedestrian underpass under construction, with its reenforcing bars in place. On the right side of the underpass there is a temporary dam to keep the waters of Lake Merritt from encroaching further than it has. A pile driver is at left center. The billboard noted in 2000.1.1056 can be seen behind the pile driver.
