A ground level view of the Alameda County Courthouse, looking northwest toward a large multi-storey apartment and downtown Oakland. In the foreground, and leading to the courthouse, there is a pedestrian underpass under construction, with its reenforcing bars in place. On the right side of the underpass there is a temporary dam to keep the waters of Lake Merritt from encroaching further than it has. A pile driver is at left center. The billboard noted in 2000.1.1056 can be seen behind the pile driver. The back of the photo has written on it several notations: 12th St dam / Ped underpass / Denny / 12/28/51 / New 12th St. Dam #5 / 310 [ft] X 6-1/4 / #8570
