Five men are standing in front a railing; another man is identifiable only by the top of his hat, behind man # 2. Begining with the man at left, wearing a top hat, man #2 is wearing a bowler, man #3 is wearing a military cap (and uniform), #4 us wearing a top hat, and # 5 is wearing a fedora. Only # 3 and 4 are identified on the back of the photo as General John Pershing (# 3) Commander of the Allied Expedtionary Force in World War I) and Mayor John L. Davie (#4), Mayor of Oakland from 1919-1931. [Note that the spelling of Mayor Davie's name is incorrect on the back of the photo, as per Beth Bagwell's Oakland, the Story of a City, Presidio Press, Novato, 1982] The date is probably 1919, but it could have been later, since Davie was Mayor from 1919-1931
