Three ROTC cadets in military uniforms are either handing off or receiving a large ROTC flag to/from a civilian in a ceremony at the bottom of steps in front of a building. An Army officer is standing at right, supported by a cane. Spectators, including boys and adults, are on both sides of the steps. All have their hats off for the ceremony. A pencil notation on the back of the photo reads "Oakland [?] ROTC before World War I"
