Dominating the right half of the photo is a power generating plant, three storeys high. Smoke is spewing from its twin smoke stacks, which suggests that the plant is in service. Based on the amount of timbers left on the ground, it may be a newly constructed plant. An elevated water tank is on the near side of the plant. At the left edge are a number of three-masted sailing ships, none of which are showing sails. The locale may be the Oakland Estuary
