The Tribune clipping dated April 22, 1961, attached to the back of thephoto read "ASSOCCIATION TO INSTALL AT POPLAR CENTER-Ralph S. Williams will be isntalled as president of the Poplar Community Improvement Association at 2:45 p.m. in the Poplar Recreation Center, 22nd and Peralta Streets."
