The Tribune caption, date May 21, 1939, attached to the back of the photo reads " It wass magic-like, the way the tents went up in Eastshore Park yesterday when the Oakland Area Boy Scouts started their 11th Annual Camporee. Left, the tenting ground [not shown]. It is noon and not a Boy Scout in sight. Now look at the picture to the right [shown here] and on the spot where three hours before had been an open field a tent city has gone up. A city of 2000 inhabitants, entirely on their own, entirely capable to take care of themselves, entirely happy." Tents, U.S. flags, and Scouts (plus a few grown-ups) are scattered on the gounds of the park. Autombiles are at the left lower corner0, on the far side of a set of streetcar tracks.
