The handwritten notation on the back of the photo reads "Crowley tugs pulling oil rig platform." Six tugs, four in front and two guiding from behind, are pulling, not a drilling platform, but a barge on which, not a platform but the pyramid shaped infrastructure [i.e. base] of the drilling platform. The body of water is San Francisco Bay, with the Bay Bridge and downtown on the far side of the bridge in the background.
