The handwritten notation on the back of the photo reads "Enjoying the seagulls and sailing on Lake Merritt-Washington's Birthday" A man and woman are seated on a bench at left at the edge of Lake Merritt, with seagulls to their right, possibly looking for a handout. Halfway across the Lake, there are six El Toro class, single-sail sailboats and two sloops on calm waters. Behind them, there is the Kaiser Center office building and other buildings, including what may be the tip of City Hall.
