Soldiers (U.S. Army) who are hitching a ride to Vietnam, are crammed into the space with their duffle bags and other gear. The two soldiers at the front of the photo are African American. The second soldier on the right side of the photo is giving his opinion on their traveling arrangements by flipping the "bird" subversively by pretending to bite the nail on his middle finger.
