Handwritten: "At new library opening" and then the list of names. Photo shows the five men kneeling on the ground surrounding a large brick with "1949" craved in the side. One of the men is holding a right angle, another is holding a level, another a trowel with cement on it, and the forth is holding a "plume bob." These four men are also wearing sashes of the Masonic Order. The architect, Miller, is leaning against a wall behind the other men.
