The awards might be for safety on the job. The men are posed in a garage. A large City truck with a curved hood dominates the scene behind the men. Based on the flag sticking out behind the cab and a stack of traffic cones on a tool shed at left, it is likely that the truck makes stops that would hinder the flow of traffic behind it.
