Four men, from left to right, C.S. McBrien, Guy Turner, Wm. Lawson, and A.H. Abel, are present at the unveiling of a plaque in the Airport Administration building. In this photo Lawson is holding up a corner of the U.S. flag for the other three men to look at the plaque which reads " Improved by/Federal Works agency/Work Projects/Works Project/Administration [WPA]/and the Port of Oakland/1939. Other than Turner in a military-looking undiform, the men are wearing business suits.
