The typewritten notation attached to the back of the photo reads: "This fibreglass dome has been mounted on the roof of the Weather Bureau station at the Port of Oakland's Metropolitan Oakland International Airport. Resembling an observatory, the cover protects radio direction finder equipment, which is used to track weather balloons."
