This is a shot of Oakland from the Oakland Hills, you can see San Francisco, and the two bridges very faintly in the back ground. On the reverse, Trib. Building is hand-written- on the image you can see the building in the far left.

2002.8.7 is a similar photo, with similar writing on the back- maybe they are two in a series that creates a panoramic view of the Bay, with Oakland as the reference point.
