The general offices of the Rand Corporation in Santa Monica, Calif. consist of a sprawling complex of buildings just off the Pacific Coast Highway. Rand is an independent think tank, with much of its work related to national defense. It now takes on domestic research as well in order to have another source of operating revenue.
