This is a type-written report to be sent to the Secretary of Health, Education and Welfare for California, detailing the civil disturbances around the "People's Park" in Berkeley, California on May 15, 1969. In it, Gonzalez tells a story of the police attempt to clear the park that day; he mentions a fatal shooting of a spectator and the wounding of others. He believes there the police show a lack of respect towards the wounded and the dying man; he goes on to say that the police clear the streets in a "brutal manner." The letter ends by calling for a Federal investigation into the day's events.

Rafael Jess Gonzlez on the faculty of Laney College participated in many anti-war activities in and around the San Francisco Bay Area during the Vietnam War.
