Hamilton, chairman of the board of supervisors, and Mayor William J. McCracken, groundbreaking, courthouse." Three well-dressed officials stand on top of a piece of machinery. Each of them have their hand on a seperate lever. Mayor McCracken, the proper leftmost of the three, is carrying a hat, and all the bystanders at the far proper left are wearing hats as well.
