From a clipping on the back, "Rather than shrugging about boating's fatalities, people at the Oakland Parks and Recreation at Lake Merrit started 32 years ago to help reduce the annual toll. The successful program now trains an estimated 700 boaters a year." To the right of this, there is a caption for the image, which reads, "Miraim Mangrum, her brother Fred (in boat) and Pierre Hernandez (standing) participate with instructor Bill Butler in Learn to Sail program." Image depicts the adults on the dock, and the two younger subjects in the boat.
