A night-time image, a man in the foreground with his back to the camera holds a small, hand-painted sign in the air (reading "WAR SUX") before a line of police officers in riot gear (who are facing the camera). Behind those officers are more in the background. The scene is the San Francisco side of the lower deck of the San Francisco-Oakland Bay Bridge. The subject of the protest is the Gulf War. On verso is the photographer's stamp, "Tribune Photo By" and "Matthew J. Lee," and the date stamp, "Jan 16 1991. Also on verso is the handwritten notation, in black felt pen, "Bay Bridge Protest."
