From a piece of paper attached to the photograph: "Change In West Coast Naval Command Brief ceremonies in San Francisco highlighted a change in the high Naval comman [sic] on the West Coast and the temporary retirement of Vice-Admiral John W. Greenslade (center). Adm. Greenslade held command of the 12th Naval District and the Western sea frontier. Vice Admiral David W. Bagley (left) assumes command of the sea frontier and Rear Admiral Carleton H. Wright, returning from sea duty in the combat zones, becomes 12th District Commandant."
