Roosevelt signing the Wagner Act in an office, a group of men lookign at photographs and three lines of men going into three structures. At the bottom right is text that reads: "F.D.R Signs Labor''s "Magna Charta. Below the title are two columns of text that reads: "The Wagner Act was called Labor''s "Magna Charta" when / it was signed by Presidential Roosevelt in 1935.
