Poster has a drawing at the top of white and red stripes with light blue stars on framing each side. In the center of the stripes is a head of man wearing a red and white striped hat. Above the image is "Buscado" in white and "Wanted" in white above the head. Below the image is "Mr. N. Rockefeller alias "Kerosene" printed in white with a blue background. The bottom of the poster reads, "Culpable de Robo, Asesinato, Estafa, Corrupcion, Frustracion, y Explotacion del Pueblo de Lationoamerica."

In 1969 at the request of President Nixon, Rockefeller and a team of 23 advisors visited 20 American republics to solicit opinions of US inter-American policies and to determine the needs and conditions of each country.
