Below this photograph the poster has the text: "Coal Miners / Child Labor / At the turn of the century, child labor was common. These boys worked in the Pennsylvania / coal mines. Opponents of child labor tried to get a Constitutional amendment passed to regulate / child labor. Though the amendment failed to pass, the Supreme Court would uphold / state and federal rules for hours, wages, and working conditions for children.".
