John L Davie was a colorful personality. He was born in New York in 1850. He studied law in Chicago. His career included being a cattleman and a miner. Eventually he settled in Oakland and operated a ferry system to San Francisco. Thus he became interested in the waterfront controversy, and was a champion of the theory that title was vested in the city and not in the company founded by Carpentier. He served one two-year term as Mayor in the early 1890's but was defeated for re-election. He was again elected Mayor in 1915 and served as such until 1931 when the City Manager form of government went into effect. John L. Davie died February 2, 1934.
