Official U.S. Army photograph. A tractor-mounted cherry picker is unloaded from the S.S. American Racer, Tuesday, 25 Qugust 1970, at the Military Ocean Terminal, Bay Area's Pier 7, Oakland Army Base, Oakland, California, symbolizing the return of $6.5 million in surplus supplies and war material from Southeast Asia. The program, named "project homerun," was developed by the General Services Administration (GSA), The Department of Health, Education and Welfare (HEW), and the Veterans Administration (VA). Half of the goods will be turned over to the Department of Health, Education and Welfare, which will distribte them to the states for further distribution to schools, hospitals, etc. The rest will be turned over to federal agencies, for their use.
