The 7-1/2 acres of this park were purchased for speculation in 1871 for Dr. Bushrod W. James of Philadelphia, a retired army surgeon and writer. He later willed the property to Oakland, which in 1905 used part of it for a new Washington School. In 1908 the newly-formed Park Commission used the remainder for one of the City's first parks.
