Envelope reads, "Washington St." Negative shows the street in front of City Hall, where several men are unloading long poles from the back of a horse drawn wagon. (may be loading the poles on to the wagon too). Couple of men walking down the sidewalk next to the wagon. Next to the horse is a pile of dirt on the sidewalk.
