Envelope reads, "Oakland waterfront." Negative shows several men standing on a dock (?) watching another man holding a shovel in his right hand and unloadying dirt or possibly cement from two oar cars. Several buildings in the background. This is Phoenix Iron Works on 7th St. Appear to be gas storage tanks in the background. Possibly the men in the forefront are dumping contents from a dredging operation (?) (according to D. Cooper).
