Men and women, black and white, picketing and protesting inside Oakland's City Hall. Some of the picket signs read "With the burdens should go the benefits," "We want a responsible and responsive government," and "If the mayor and the council won't help, we will." The large plaque dedicating the construction of the building is visible on the wall of the lobby.
