Photo shows a street presumably in downtown Oakland. In the center of the photo is an official building possibly the Hall of Records, with a clock tower. The building is decorated with stripped bunting, possibly for the Fourth of July. Flags are visible hanging from the buildings on either side of the street leading up to the one in the center. Horses and wagon are parked at the curb and several people are walking across the street and on the sidewalks. Telephone or electric light poles also visible.
