A paper spool of narrow (1/4") white satin ribbon. The label is white, printed in metallic gold and black. The front reads: "Taft and Pennoyer" (in a wreath) "Oakland, California; Pon 616." The back reads: "Highest Award Wherever Shown." Ribbon and paper are held in place with a small pin.
