The photographer stood near Bellevue Avenue and Perkins Street to capture this view of Lake Merritt. Lake Merritt was a shallow tidal slough until Samuel Merritt built a dam, completed in 1869, at 12th Street to turn the slough into a lake. Ducks and other waterfowl have always flocked to this body of water. In 1870, California designated Lake Merritt as a state game refuge, the first in the nation. The governor’s dedication set its purpose “to educate and inspire through understanding the values of conserving the natural resources of this state.” Located on the Pacific Flyway, the lake and its five small man-made islands provide sanctuary, food and nesting sites for local and migratory birds.
