Photo caption reads: Water for flowers: Charles Palmer, outgoing University of California student body president, throws a pail of water over the fence of People's Park as a symbolic gesture Sunday. Palmer led a walk out of nearly 400 seniors from commencement exercises. This was followed by a march to the park which was fenced in by the university and resulted in a bloody riot at Berkeley on May 15.
