This cachet, first day of issue cover, for the stamp "Honoring Those Who Served" was designed by Sally Ruddy, a California artist. The white envelope features an image of the American flag with two hands in front of it, in a rectangle, horizontal format, at the proper right side. To the left of center are words printed in blue: "Honoring Those Who Served," and in red: "Firefighters, Law Enforcement, Military, Paramedics." The stamp, which resembles a waving American flag -- in white, red and blue stripes -- is in the upper proper left corner. The back is printed in blue: "Official Commemorative Cachet, Artwork Provided by: Artist, Sally Ruddy. Produced for the United States Postal Service, Waterford Post Office. Limited to an Edition of 1000." On the face of the cachet, the artist signed "Ruddy '99."
