Mrs. Fong is smiling at the camera; the photo is of her head and shoulders only. Mrs. Fong has just won election as Secretary of State of California. She has a broad smile - her top row of teeth are showing - and is looking at the camera. Her dark hair is worn in a bouffant/teased style and covers her ears. It is smooth on the right side of the photo but has an extended/teased flip on the left side. Bangs swing off toward the left. She is wearing (Jade?) drop earrings in a teardrop shape and a necklace of the same light color. The necklace is made up of round beads all the same size. Her top has a dark turtle or high neck and raglan sleeves. The fabric is a print with both dark and light small flowers and leaves. She may be wearing a corsage as the top of a ribbon and orchid(?) are visible at the bottom right of the photo. To the right of the corsage is a person whose right eye and brow, and portions of nose and mouth are visible.
