Depiction: Photo looks down onto the People's Park which is now under construction. Two security guards can be seen standing on the property which seems to be a stretch of brown dirt. Photo caption reads: Only a couple of unarmed civilian guards remained in People's Park today after National Guardsmen who guarded it since a bloody riot brought them to the scene on May 15, moved out of Berkeley. A state of emergency invoked after the riot was ended by Gov. Reagan. This was a vacant lot which the Berkeley 'street people' turned into a park. The property, owned by the Univeristy of California, was fenced in. A bloody clash resulted.
