A workman, wearing a safety helmet. safety goggles and a safety vest, is coiling or uncoiling a hose mounted on the tongue of a trailer which supports a pressurized tank. Since there is a traffic cone on the street on the far side of the man, it can be inferred that he is, or has been operating a pressurized liquid, probably for spraying hot asphalt on the street. The photo has the word "FILE" perforated through it. The notation on the back of the photo reads "Safety Campaign Gil Rhodes' (Safety Consultant's) Campaign on Protective Clothing and Equipment.
