He has short brown hair and wears dark rimmed glasses, white shirt and a dark suit with light strips. He has three buttons visible on the right sleeve of his suit jacket. Over his suit he wears a dark judicial robe. His appears to be speaking. Next to him stands Secretary of State Eu. Between them is a large American flag, Secretary of State Fong is next. Her black hair is worn in a smooth bouffant/teased style down to the collar of her jacket and with bangs across half her forehead. She is similing and looks happy and pleased. She is wearing a light colored turtleneck sweater and her jacket is dark and looks to be double breasted. Her jewelry are large pearl earrings and a pearl necklace. She also has an orchid corsage on her left lapel. Between her and Judge Spencer on the wall behind them is pleated drapery. Judge Spencer is shown in profile. Her dark hair is full and she is smiling. She has on what is probably her black judicial robe over which she wears two long strands of pearls. She is looking at Justice Mosk. Judge Low is beside Judge Spencer and is also in profile. He dark hair is parted and lays flat. He too appears to be wearing his black judicial robe that has inset sleeves gathered at the shoulder. He has on rimless glasses with metal stem. He appears to be msiling and looking at Secretary of State Fong and Justice Mosk.
