Photo shows Chief Justice Hughes giving the oath of office of President of the United States to Franklin D. Roosevelt. Both men have their right hands raised. The men are standing behind a white balcony rail. Other people in the front row are: on the left is a young man in a dark overcoat and military looking hat. In front of him is Chief Justice Hughes and facing the Chief Justice and behind the podium, is Franklin Roosevelt. Behind Mr. Roosevelt is another man and behind this man is Herbert Hoover, the outgoing President. Behind Mr. Hoover is a man's back and several other people, including a woman in a dark hat, looking on. The inaguration is taking place outside on the steps of a government building. In the foreground across a white balcony rail a very long garland of leaves is hung with three wreaths. In the larger center wreath is a sculpture of an eagle with its wings spread up affixed to a large light colored circle with a circle of color, stars, another circle of color and above the eagle's head more stars. The wreaths on each side of the center one have a light and dark colored stripped cloth in them. Above the balcony (upper portion of photo) two garlands create a Vee that go to each side of the photo. In the center of the Vee encircled in a garland of leaves is the Great Seal of the United States. It is a bald eagle with its wings spread up, vertical light and dark stripes across its body with an olive branch in its right talons and a quiver of arrows in its left arrows. The eagle is looking toward the olive branch. Behind the Great Seal are several U.S. flags of various sizes and another depiction of the Great Seal. On the balcony/steps are a crowd of people watching the ceremony. Many of the men are wearing top hats or fedoras. All appear to be dressed in white shirts, dark ties and overcoats.
